On the morning of November 28, 2024, I overheard Sandra, identified as Anthony Anderson’s girlfriend, fleeing from Rick Newmann in a state of visible distress. As she ran, she screamed and cried frantically, alleging, “He just tried to rape me.” Anthony Anderson was not present at the time.
Sandra reportedly contacted law enforcement for immediate assistance, but police declined to respond to the scene, instructing her instead to visit the police department the following day after the holiday. This failure to act violates the Equal Protection Clause under the Fourteenth Amendment of the U.S. Constitution, as well as obligations imposed on local law enforcement by TitleVI of the Civil Rights Act of 1964, which prohibits discriminatory denial of protection based on gender or other protected classes.
Due to the freezing weather, Sandra sought refuge by knocking on a neighbor’s door directly across from my unit. Though initially attempting to compose herself, she became increasingly distraught, shouting that she could no longer endure the situation.
During her emotional outburst, Sandra disclosed that Rick Newmann had been sexually assaulting both her and her sister Margaret—who resides beneath my unit—for years. She further alleged that these assaults have prevented them from accessing their legal rights as tenants under Minn. Stat. § 504B.161, which requires landlords to maintain a safe and habitable environment free from harassment or intimidation. Sandra asserted that any attempt to request property repairs or visit the rental office resulted in further incidents of sexual misconduct by Newmann, in violation of state and federal housing protections such as the Fair Housing Act (42 U.S.C. § 3604), which prohibits discrimination in housing, including harassment.
This distressing episode lasted approximately 30–45 minutes before a third individual arrived and drove Sandra away.
I recorded portions of Sandra’s statements, including her screams, and later spoke with her on video, during which she reiterated these allegations. These recordings, which detail her claims of sexual assault and law enforcement's refusal to respond to the scene, are available as part of the Exhibits List on the website. This failure to act and investigate could be considered a violation of 42 U.S.C. § 1983, which holds government actors liable for depriving individuals of their constitutional rights under color of law.
Notably, Sandra’s experience is part of a broader pattern of systemic neglect and misconduct at this property. Multiple tenants have raised concerns about unsafe living conditions and landlord harassment. Despite this, law enforcement's repeated refusal to intervene demonstrates a failure to uphold both state and federal protections, further enabling an environment of fear and lawlessness.
In my position as a witness, I affirm that these acts of sexual assault, tenant harassment, and law enforcement inaction are violations of civil rights laws and constitute grounds for legal action, including but not limited to claims of constructive eviction, negligence, and intentional infliction of emotional distress.

Vindication
I was awaken this morning by another female resident. Sandra, apartment manager Antony Anderson girlfriend. Recall section 4 title 4.2 A to understand the relationships; Anthony Anderson is Rick Newmann's best friend. Sandra was yelling and crying screaming Rick Newmann tired to rape her. That her sister, Margret, beneath me cannot get anything done on her unit unless Rick Newmann gets to touch her sexually. I myself have written about the treatment of Sarah by Newmann and Anthony on lease signing day and maintained that I am accurate about him being an "abuser by history" not just some guy that is sexually harassing me and in my heart I have believed that these women are with these men out of financial need and that made him think he could do the same to me. When I am right, I am right. I am not sure if I captured her tearfully confessing that he's been sexually assaulting both her and her sister, residents on the property for three-five years but I definitely caught this video below and will check my further recordings.
Also, police were unresponsive to Sandra tearfully requesting intercession to Sexual Assault today. Telling her to come down to the police station tomorrow because its the morning of Thanksgiving eve. Turns out I'm not the only one , they refuse to arrive for. (omg scary) They all know already and the chief may actually be Rick Newmann's close friend just as he told me in April months before the animal control call was made August 20, 2024. Officer Carter Cook called me multiple times in November (four months after the day of that call) from phone numbers I didn't supply him seeking answers from me. His voicemail messages are already on this website. Recall Section 4 TITLE 4.2 B.
I realize today, that this is bigger than I thought. I am not safe in this city & my life maybe in jeopardy if (I don't leave this city) they find out about this website and expose . They have a different website that shows mostly a sloppy version of facts and photos/videos which I wrote on the affidavit for the city inspector at city hall. I have to move quick to upload the proof and get out of this city to safer distance. There's so many men that could be angry and they have access to power.
