I previously contacted you regarding the New Ulm EDA housing coordinator obstructing my attempt to file a complaint against the illegal actions of Becky, one of their employees, on September 23, 2025. She has now violated me again on October 7, 2025, by rescheduling an inspection after arriving and realizing that the property owner had failed the inspection based on HUD NSPIRE mandatory minimum habitability requirements.
Unfortunately, Becky is just one of many professionals who should be protecting me but instead have contributed to the prolonged duration of my residence, where I continue to experience sexual harassment by management. I have been tormented for rejecting that harassment, including—but not limited to—the refusal to conduct repairs since February 2024.
In the attached public article, I provide three months of documented proof showing the property manager sending me completely inappropriate text messages on my personal cell phone—messages he was never authorized to send. He sought to gain control after I ceased all communication due to a threatening sexual advance he made in the rental office.

I am writing to urgently request your office’s intervention regarding ongoing violations of my rights as a participant in the Housing Choice Voucher program administered by New Ulm EDA.
Since early 2024, I have faced persistent sexual harassment, retaliation, and obstruction from the property manager and inadequate oversight from the housing authority, resulting in unsafe living conditions and denial of my federally guaranteed rights.
Despite repeated complaints, no meaningful action has been taken. I ask for your immediate attention to ensure enforcement of housing standards, protection from harassment, and respect for my rights as a vulnerable, disabled tenant.
