Contact with County Animal Control Regarding Animal Abuse (August 20, 2024)

This is a phone log documenting my attempt to contact county animal control regarding animal abuse on August 20, 2024.

The police called me to dissuade me from their arrival. They misled me, claiming there was nothing the state could do about animal abuse, as though laws don't exist to protect animals. It felt like they were treating me as if I were ignorant. But in Sonya Massey’s America, I couldn't afford to argue with officers—especially being alone, three cities away from public transit. I don’t even know how they obtained my number. I hope it's simply a matter of limited small-town resources, but it feels like every effort I make to seek protection keeps leading me back to the police. I want to believe this isn't because of my race, but it’s hard not to question it, especially when they seem to lack jurisdiction over things like code enforcement or litigation. Despite this, they still contacted me, despite having no clear authority.

The police referred to a housing inspection affidavit that was left at City Hall, as instructed by the fire chief or inspector (depending on who you ask—Steve Carson). There was no clarity, no respect, or normalcy in the entire process. There was no simple introduction like, "Hello, my name is [name], and here is my business card." I told them I wasn't seeking repairs because I don't trust Don Klyberg to follow through. I simply wanted to leave the situation. To do that, I needed formal documentation of the issues. I requested a police report. Initially, I was told officers would come, but then I was informed that the chief, who allegedly is a "close friend" of someone named Newmann, would come instead. They never showed up.

Instead, they sent Steve Carson to address the issue of roaches on behalf of the city's residents. He repeatedly blamed me for causing the repair issues I had initially called to be protected from, making completely false and racially charged microaggressions. He eventually admitted that Klyberg had never complied with his orders. Yet, despite this, I was denied access to any copies of those orders, as well as police or animal control reports. Shockingly, the city then re-licensed Don Klyberg, further complicating the situation.

The point is because what I asked for, which was resolve never occurred. Now the person is back, the animals are back in the carpeted hallways and because I used the laundry room my unit was re-infested with fleas fourteen months after the fact—a police report could have help me get advocacy and support to move fourteen months ago.

This is my over the counter Orto and Raid extermination a constant cost in addition to rent for nearly two years like a utility. I haven't been reimbursed for that.
